Switch the CPU/MOBO for LGA 1150 and a Pentium AE, and add a 750(ti) (an extra 100$) and you will have a lot more power, but it will run you more than the system.

The Pentium AE paired with an R7 265 should be fine for most games at low 720p30. But that's assuming that most Xbox One titles run at low 720p30, which they don't. Most of the games compared to the PC counterparts run at Medium 720p30 to 900p30.

a Pentium G3258 (overclocked), 750Ti and 8GB of RAM should be plenty enough for that. i think that is doable for around 400/500 bucks. (with OS and peripherals)

That $40 gets you one year, but I don't know that adding a second controller is that fair considering you can't really do local MP on a PC anyways. Either way, I would almost recommend the PC (I would change a few things, probably CPU and motherboard to an Athlon quad-core and the board to an A78 board or the CPU to an i3 and the board to an H81 board. There's just something about that board that I don't like with a 95W chip on it.)

Was $60 on the X360. Didn't know. Even if you don't add the second controller, you can easily pick up the difference in a Steam sale vs even buying used games for the XB1. I'm pretty sure this sale we'll see GTA5 for as low as $30. And you can, with a lot of games, actually. It's a matter of having a controller and keyboard. Either way, being realistic, people almost always say "Console is better because you can play with friendz!!!!"
