I think the 970 is the best value out of the three. The 7990 is a terrible deal.

Well I can vouch that the 970 is a great card.

I'm running a 900p monitor, BUT I frequently am running games at a higher resolution (2400x1350 or even 4096x3000 for particularly low power games like Burnout Paradise) then down-scaling them. So it will server you well at 1080p

the 3.5 gb fast vram and 0.5 gb low vram can be noticed at a 1080p resolution at any case??

Hasn't had any impact on my games for me, running GTA 5 on max settings aside from grass and shadows (massive resource hogs) at 2400x1350 at 72FPS but can probably go higher since my Vsync will be limiting it.

So the 7990 is actually a Dual Chip card, like the R9 295x2. It will be like running two R9 280xs in Crossfire. But the 7990 is a pretty old card... So out of those three, I would go for the 970.
