So I am giving my old rig to my dad which consist of.

Cpu phemon x6 1035t oc to 3.5

MB Asrock 990fx killer

12 gigs of ram

Psu 700 watt

evga gtx960 ftw keeping he has a r9 270x

ssd crucial 128gb

HD 1tb WD

fractal 2300

New build is

cpu 4960k

asrock z97e itx

gpu gtx 960 ftw

Psu corsair 500wt

Samsung m.2 256gb

corsair h60 cooling

silverstone sugo sg13

8gigs of 1600 ram.

So after using pcpartpicker.com it totaled a little more than I want to spend. I will if I need to but would like advice on a cheaper build that would be a upgrade from my current system around 525$ without GPU. Thanks for the help!

The plan seems good. 2x4GB RAM is considered pretty optimal for gaming so you should be good there. 
What HDD will you be using? 
If you don't necessary need to overclock the CPU, I could suggest dropping to a non-k CPU and a H97 motherboard to reduce some of the cost of the build. :)

The Xeon processor will give you the performance of the i7 4770 With hyperthreading.. It's a better combo than 4690k with a good z97 board..

And also you have a nice build with a blue and Black color scheme

If you say you have a spare 2x4Gb kit then remove the ram and you total at $513

Yeah but this build has lasted about 3 years minus video card upgrades and case. It still plays games fine but it is starting to show its age slightly. My dad is running a HP A8 with a R9 270x and the CPU is holding it back so much its crazy. So I figured I would just build a new rig and give him this one.
