what are u doing on pc when this is happen? and also what are u using to read the speeds

No matter what I'm doing it occurs. it's lower than 405 while idling but will only reach 405 while stressing and gaming. Checked using both MSI afterburner and Asus GPU Tweak. Games are noticeably running much less smoothly as well, so the clock speed definately is down

Something very similar happened to me with my old radeon 3450 where the clock speed would go down only after it got to hot, my guess is that some of the chip is dead and its limited to not break it.

The gtx 460 isnt a new card, not by a long shot.

its an old card and it just happened. I had been running the same overclock for about 5 months but only now I am having the problem. I'll try lowering the overclock a bit.

returned it to stock and still having the same problem.

that would suck if it died. I was hoping for it to last me until the 9970 comes out. I may have to get a nvidia 700 series instead
