Can't change lock screen image

When I try to change it, the little circle just turns indefenetely. If I use Win Aero, it only changes it when no user are connected. Any reg key I can change or any way to fix this.

Why not just download Tweakslogon

http://tweaks.com/software/tweakslogon/

 

Easy to use just before you start go to "C:\Windows\System32\oobe" and make sure the oobe folder and it's contents aren't in read only mode.

 

edit: nvm just saw the other post now.

Works for lock screen when no users are connected but can't change it for me when connected.
