Do you need a keyboard, monitor, mouse, operating system, etc? Preference on quiet, performance, upgrade-ability? Which currency?

I have a separate budget for keyboard, monitor mouse and OS. I prefer performance but I don't want a really loud build, I also don't want it to be outdated quickly because it will be long before I can get an upgrade. US $

could probably step down to a 280x if you wanted to save money
