Gta v PC issues

Anyone else having these problems? The game crashes at the beginning, and i have to press the retry button that comes up after saying the game has encountered an issue for it to work. Also, whenever I scroll in settings to the voice chat options, the game freezes and crashes. Finally, I have good pc specs and the game keeps stuttering even when lowering the quality settings.

1) What are your full specs?

2) Did you get it through Steam or Rockstar directly?

3) If through Steam, have you tried validating the game files to make sure that nothing's corrupted?

1.) i7 4800MQ processor, Nvidia GTX 780m, 16gb ram.

2.) I got it through steam, and yes nothing is corrupted. It turns out the voice control crashing is a bug, but I'm not sure about the crashing at the beginning. And I'm not positive, but it seems lots of other people have high fps but with lots of stutters and lag spikes.
