which program would you like to use?

NetBeans and Eclipse are good programs to start Java programming

you will need some Java programming books to get the ball rolling

also what games are you trying to make?

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.

You may need to download the Java IDE to use Eclipse. Netbeans is easy simple generates a lot of basic code automatically (I like frame placement), read the background code so you know how to use it. I learned in Ready to program in high school, was like coding to notepad with colours.

Just get the latest version. Here's a good tutorial how to start with java.

If it's a game, u gonna need to program some user interface or make it a text game.

In fact, u'll get a compiled .jar library, which will be launched with java on your pc.
