Intel Core M questions.

I don't believe you can buy it separately; at least I've never seen it for sale at a retailer.  It's meant to be soldered onto a board.

 

In addition to laptops I believe it's used in NUCs too.

I have a couple of questions about the intel Core M: 

- Can you buy this CPU/"APU" or is it only for big mobile device manufacturers?

- Is the Core M soldered to it's socket and what socket does it use?

 

Hypothetically, is there any way you could build a low power machine to do some hypothetical stuff?

It's a 4.5W low power CPU focused sold in some laptops like MacBook Pro 12" or Yoga Pro 3. It's obviously soldered and you can't replace it.
