1TB HDD not working

I built my new PC and everything works but the 1TB hdd. My SSD works but not my HDD. Just to clarify 2 cables are meant to be into the HDD right? One cable going into the Motherboard sata port. And the other going into the power supply?

Did you format the drive in Disk Management?(found in Windows) If you tried that, did you put your ear to the drive to listen for whirring?

EDIT: ok i wwent to disk management and I can see my 1TB HDD well its 931GB but I see it but how do I use it?
