I have this from my old computer, can this play GTA5, Cs:go? I am trying build my son a computer.

As someone who has a 6950 (assuming you have an adequate CPU and RAM), you can get really high graphical settings and get a consistent 30 fps without any real issues in GTA V.

Not max of course, but mine's maxed out the advanced graphics settings, and nearly all settings maxed on the main graphics settings. The exceptions are: MSAA (0x), Textures (Normal), and Shadows (either high or very high, it's the second to best option.) To achieve 40-60 fps or higher, you'd obviously need to turn down the settings. It's still fine quality overall though.

It will run Csgo fine, but not GTA5. Maybe if you decrease resolution to 720p

No need to decrease the resolution.
