Hi! I am planning to build a pc. Are these specs enough to play the latest games at 1080p 60fps with meduim settings such as gta v, and batman: arkham knight?

any changes is fine as long as it does not exceed $900. I also only have a 1080p monitor that will not be upgraded soon.
