that is not the way to overclock your card. Use FurMark or any benchmark to stress your GPU to make sure it is stable through high loads.

-1 Don't use Furmark.

Playing games is the most reliable way to test an overclock. Witcher 3 is demanding, and Furmark is an awful program to use for stress testing - one, you can blow your VRM, and two, just because it's stable in Furmark doesn't mean it's stable where it actually counts - games. You can pass testing in Furmark but then fail games.

I was playing it yesterday morning for a couple of hours and everything was fin. It was running at a solid 70fps at High Settings, with a few tweaks (im looking at you Hairworks). The clock speed was pinned at 1200mhz which i had the overclock set to and the gpu usage was also pined at 99%. Everything was good and running great, zero issues. 

 

But when i loaded it up after work the clock speed wasn't reaching 1200mhz like it had earlier that day AND the gpu usage was all over the place. Not remaining constant, just random. Because of this the FPS rate was only 40 with drops to the low 20s. Choppy at the same settings that i had the game at earlier the same day. The same issue i run into most other games i have. Even simple ones at portal 1 & 2 which i was easly getting 200+fps on.
