i tried to play battlefiled 4 on ultra settings and 4xmsaa for a while as part of my stress test and observe the temperature and utilization of both cpu and gpu on hwmonitor.

It shows that my GPU utilization is 99%, which is good, but the frame buffer is only 70%.

What do you mean by that? Cpu bottlenecking?

I'm using i5 4690k overclocked to 4.5ghz. It should not bottleneck for my information.

pretty sure frame buffer is the vram, and that is just how many textures/ games assets are loaded into the ram of the graphics card.

Similar to how the system ram is not always at 100%, the gpu video memory will not always be at 100%

Similar to how the system ram is not always at 100%, the gpu video memory will not always be at 100%

which means the game only needs 70% of it not because any limitation by hardware but software lar?

that sounds soothing for me since i am running an old game with a newly bought system.

Yeah, vram usage is nothing to worry about until it start reaching 100% (unlikely since the 970 has 4gb of vram)
