So my friend want's to build a budget build

I have a friend that has a 400$ budget excluding peripherals. He plans on playing CS:GO mainly, and possibly GTA 5 and battlefield 4. The main purpose of this build will be playing CS:GO and gaming in general. I am located in the United States as well so if you guys could hook it up with an awesome budget build that would be greatly appreciated. Thanks guys!

I hate to burst your bubble of budget-ness but $400 for a PC that will potentially be playing GTA V is just not doable. 

 

Might want to tell your mate to save up a bit more coin before he gets into this sort of thing.

That's the cheapest PC I'd get. You can change the 960 for a 280/285. But don't get a Pentium.

Also if you have an old windows copy, or use the subreddit for software swap, you can cut down the price further.

But $400 with OS is not worth buying.

 

Basically what @Nineshadow said, but get an i3.
