I'd like to suggest throwing it away. But i'm sure you switched for a reason.

 

If it doesn't help to make a few more passes over the hairs then a quick once over with a proper razor might be a quick fix

Or getting a different electric razor

I recently switched to an electric razor, it's perfect on the face but I can't get a good shave in the neck and under the chin, there are always some hairs left.

 

Some tips?

I've been using an electric razor for two years and the only way to get the neck I've found is to constantly check your work and go back over it.

Mainly because it takes less time, and also costs less since I've used this kind of razors

  for years, which are basically single use.I never tried to really get a good shave with an electric I just used them for a fast shave and used a Merkur 34C double-edged safety razor for a good shave and they have cheap blade costs
