 I have read all detailed instructions on how to up the frame rate but i have already tried that you see i have an issue that is really puzzling me 

 


 

You see I am well above the specs required to play the game (as my DxDiag clearly states) However even on low settings i am only getting 30 FPS and it will drop to 20 around high pop places. 

 

After some self troubleshooting it seems as if my CPU is at 100% while the usage on my GPU is only at 26% this would indicate that the CPU is bottlenecking the GPU however as i am above the specs requirements i would think that this should not be happening.

 

In every other game (even GTA5) The CPU Does not bottleneck the GPU and keeps a smooth framerate of 60 FPS.

 

 My friend has a Intel Pentium G3258 duel core CPU with a GTX 980 He is able to run the game at max with no framerate problems and at 60 FPS. But again this shouldn't be possible as i have two more cores (that are also at 100%) then him.

 

So this leads me to believe there is something wrong with my game or maybe my hardware. Any idea?

Tried upping the graphics settings? this will increase the load on the GPU and ease off the CPU - sometimes it can help

 

Are you sure the game is not trying to use your APU

Are you sure the game is not trying to use your APU

Yes my friend i am sure its not using my APU I dont have AMD drivers even installed and my monitor is plugged into the GTX 760 (Plus again an APU would not keep up with other games i play at max) Yes i've tried max min and middle there is no change in FPS

 

Just checked HWinfo to make sure No the GPU is under 50% load and the APU is at like 10c with no usage reported

Tera as far as I know is horribly single-threaded and works rather shit on anything with weaker but more cores.

 

Could you test this using Wagnard's cpu core analyzer?

Task manager reports 100% across all cores however i will do that for you.

tera is probably the most un optimized game on the planet

u can tweak it at most but unless someone re-codes the game from the ground up its gonna run like krap

TERA seems very unstable at high population area. When I'm outside the main city, I'm usually hovering around 70+FPS at max setting + 1440P. Once I step into the main city, frame tanks down to 30-50ish and my GPU usage drops down to about 50%. I forget what my CPU usage is but I doubt it's holding my GPU back.

Try this:

 

Open your TERA folder, go to Client\Engine\Config.

Open the BaseEngine.ini with a editor (e.g. Notepad ++) 

Search for [Engine.GameEngine] (its row 136 for me) and set MinSmoothedFrameRate= to something like 45 and MaxSmoothedFrameRate= someting like 60, 61 or 62 (shouldn't be very much over your monitors refresh rate)
