Is there anything bad about buying a pre owned GPU? And likely problems I am likely to encounter? Such the the card being overclocked and heavily used without my knowledge?

Not really, just check it first and get the person to fire it up for you. Just beware deals on AMD cards that seem to be too good to be true. Sometimes they are because the card has been used to mine.

Does not having a second parenthesis around something bother anyone else as much as it does me? (Like if this statement was missing a second side)

Depends on the card. If it's a 290x I wouldn't because those are used for mining

Anything else really is fine

those where not the only cards used for mining by a long shot. 290's 280's and 280x's  even lowly 270's and 270x's where also commonly used as well as their 7000 series equivilents

also just because someone has mined on a card does not mean it is going to have issues.

I mean the 290x is the most often used for mining, and their temps likely got into the 80s while mining at 100% non stop

the card is fine all the way to 95c and thats not even the thermal threshold either its fine

Used GPU's are most often quite solid. You just want to ensure the card works before buying it and if possible do a quick test for idle and load temps. May need to clean and oil the fan motor depending on  the care and operational use by the previous owner but otherwise it should be great.
