Unexplained frame capping

Make sure of a few things.

Power saving settings

Single Display Performance (really helped me)

What kind of monitor do you have?  120hz+? 

Check the Nvidia Control panel for Vsync global settings and for those specific games.

If your not maxing the GPU, try bumping up AA or something.  That might work.

This is frustrating, without doing any update of driver etc. CSGO is somehow capped at 60FPS with fluctuations to 30.

 

Previously I can achieve 250+FPS easily at max settings, I tried to lower all settings but there is 0 improvement in frame rates.

 

I also checked all frame limiting settings, Vsync are all off. This happens in less than 8 hours!

 

I also tried in Dota 2 and the frame rate barely reach 60 too. I have no issues on other games, I'm suspecting I only have issue with Source engine games and I will try Insurgency later.

The Xeon E3 1231 V3 IS BETTER Than the Core i5 4690K and a Significantly better value for the non-overclockers or value shoppers.

inb4 you can force v-sync in nvidia's control panel as what fulgrim mentioned

@RazeG3SG1 also try checking nvidia's control panel maybe your laptop is choosing the integrated graphics rather than the 970m when it comes to dota2 and csgo

Apparently, my classmates think that it will be fun to pull a prank on me by switching my laptop mode to power saving instead of high performance when plugged in. Yeah, the cap is gone by switching to high performance mode. Oddly, this does not affect Warframe's frame rate.
