Hello, I just bought The Witcher 2 on a steam sale, and after installing it and running it, I get 40-45 fps. This would not be a problem if my PC was built in 2011, but I'm running a Sapphire r9 290 Tri-X with a AMD fx-6300 processor. The settings are Ultra with Ubersampling turned off. I have tried using the GPU driver config for the game, but i still get 40 fps.  What is interesting though, is that I still get the same framerates with low settings. Can someone please help me config this?

Dat bottleneck. Have you tried to overclocking your CPU?

 Either overclock your cpu or buy an i5 and watch your frames almost double. Witcher 2 is very cpu dependent.  :P

With my configuration i only get 60 - 70 fps , its a pretty demanding game. But Abdul is right maybe with an oc ull get the all the juice from the 290x.
