When I installed my new PSU I started hearing a soft clicking noise. Thinking it was my new power supply, I returned it and got a replacement. However, the problem persists. After figuring out it was my hard drive making the noise, I bought a new one today (I'll be returning the old one tomorrow) as I found out my HDD had to be sent back to Seagate to be inspected. After cloning my old HDD on my new one, I take the old one out, boot up and...

 

The clicking is still there.

I've put my ear right next to the HDD and confirmed it was that.

I've even tested my PC without ANY fans on, and the clicking was still there. Seeing as the HDD is the only mechanical moving part left (I can turn my PSU fan off), I am forced to believe it's that.

I didn't think it was normal as I never heard this sound before. What's the chances of buying a brand new hard drive and finding out it has the same problem as my 3 month old one?

Also, the sounds are very intermittent. It's not a constant sound.

HDDs clicking is normal, depending on the kind of click.

 

for example: both my fast seagate drive, and WD black make a fast clicking while reading/writing.

Should I just leave it then?

It's not a sound I've heard before from my hard drive. 

I deleted all of the content off my old drive, should I chuck it back into my system to see if it continues clicking? Maybe the clicking is due to rapid disc changing.

Yeah it's fine. If you're really worried about it? You could always run hard drive diagnostic tools like SeaTools for Windows. She's compatible with pretty much any hard drive make out there. ;)

Sometimes it's build quality, kind of like the infamous coil whine. If your GPUs have coil whine? It doesn't mean the GPU is failing, it just means the GPU isn't built with the most expensive parts is all.

I'm just baffled as to why it would not be there, then suddenly be there, and also be present in a brand new drive.

I would suggest running a diagnostic tool provided by the manufacturer to check the drive's health (just as @The_MarD suggested). Some drives do make sounds when seeking/writing to the platter and this is completely normal. It is a general rule of thumb that the faster the drive, the louder it would be (this concerns HDDs).

If the tool reported back the drive as good with no abnormal things in the S.M.A.R.T. status then it should be safe to work with. If you post a screenshot of the status and the RAW values of the S.M.A.R.T. data I might be able to give you some more info. Also you can try to record how the drive "clicks" and I can tell you if that's normal or there is something wrong with the drive. You can also try the drive on another computer.
