So at my house we have 200MBs internet. I am hooked up to a 1GB switch. When I use my 100MBs router at my desk I get 30 upload and like 9 download. When I plug directly to the 200MBs ethernet I get the same if not worse. My Pc has a 1GBs ethernet card. http://www.amazon.com/Netis-1000Mbps-Gigabit-Network-Supports/dp/B0051PWTVW  SHouldnt I see BETTER speeds?

Blue cables? Their custom sizes running through the wall. I think cat5

Mb = megabit which is what internet speed is measured in,

MB = megabyte which is what something like a file size on your pc would be measured in.

 

8 bits = 1 byte, 8 Mb = 1 MB

 

What category of ethernet cable are you using? and how long is it?

 

You should be using cat5e or cat6 that is I believe 100m or less.

 

If it's cat5, then that is your problem.

 

(The cable should say what category of cable it is on it.)

Go to Local Area Connection > Properties > Configure > Advanced the scrool down for something about duplex. Change this to full duplex. It could help, im just guessing.

do you have some other cables to replace the cables between router--wall and wall--pc as a test?

The cable increase download speed my 1Mb. I dont think thats the issue.

did you try another server? Do you get the full speed on the other computers in the network?

Both my pcs get the same. ABout 30. I tried xfinity as well. Same result.

That's weird indeed. Have you considered that the issue might be on Time Warners end? 

No. I looked at the bill and we do have 200Mbs. We have a werid bundle where the internet is almost free with tv and phone so they might be misleading us.

No. I looked at the bill and we do have 200Mbs. We have a werid bundle where the internet is almost free with tv and phone so they might be misleading us. 

You pay for 200 bit, but your ISP (internet service provider), may have issues from time to time. Another thing that may cause this, is the way cable works (I can only speak for Germany, but I assume that it works similarly in the US ). Cable is a shared medium, meaning that it only has a certain capacity. Let's say you get 200mbit at 10 in the morning. Few people are at home, using the internet. At 7pm, you may only get 50mbit, since everybody came home and is streaming movies, downloading games etc. 

Can you do a test of your network speed (copying a larger file to another computer in the network)? This would help us to find any bottlenecks in your home network.

I called them. Our moden is only good gor 100Mbs. They are sending us a new one.

cat6 can do up to 10Gb/s, cat5e can do up to 1Gb/s, and I believe that cat5 can only do 10Mb/s, that or it was 100Mb/s.
