I've been having lag issues ever since I built my gaming PC around a year ago, I've replaced my GPU, CPU, Power Supply, Motherboard, and my Drives. The only thing I haven't replaced is my RAM, and I still lag on most games. When I fire up GTA V I usually get about 5.7gb usage. I've also been getting some weird system glitches recently, like peripherals lagging after I get back from idle, and having to restart apps like skype when I get back from idle. What do you guys think?

WD Blue 1tb

I would be doing the following. 

 

Clean up your Registry (Get a CCleaner)

Update your Bios

Clean up your Ram slots

RAM generally doesn't cause lag... It would Crash your PC all together.

I'm guessing it has more to do with your Windows Installation / Drivers, along with other things. If you look at your system ressource usage in Task Manager, where does your CPU usage stand at when on "idle" or simply browsing the web? If it's anything higher than 5%, you have something eating up your CPU

I get 1%-5% usage, but when I do things like load/reload pages it jumps to like 20%-30%
