What is the best budget (UNDER £35-40) that is ambidextrous or left handed, and yes, i am a lefty #LeftyPower

Logitech G300s if you like buttons, it's ambidextrous. Alternatively, the Razer Abyssus.

This costs £5 more than you wanted but it's really good. I have the Naos 7000 which, as far as I know, is the same mouse in a different shell and with 2 fewer buttons. It has a great sensor, RGB lighting and is fully ambidextrous with side buttons on both sides and a symmetrical body. Note that while the optical sensor is more accurate than a laser one (no hardware acceleration), it doesn't work on as many surfaces.
