Windows 8.1 vs Pro

Hey guys, I have tried finding the answer online but to no avail. Can a normal windows 8.1 computer CONNECT to a remote desktop, I know it can't host without pro. Do I need pro to connect to a remote desktop? Thanks.

pro and up can host

 

all can connect

 

 

personalty i like the chrome remote desktop over rdp on my personal machines.
