Software that displays frametime?

Is there any simple program that lets you display frametime instead of just FPS? Skyrim looks choppy as fuck at 60 FPS and I'm struggling to find a software that displays the fluctuations in frametime. I'm starting to wonder if it's even possible for a program to do that.
