That's because the AMD drivers are terrible at the moment of testing (maybe still are) at that game. Not the fact the game scales so well with GPU's. Only in 4K do you really need to place GPU above CPU in GTA 5.

What AMD drivers specifically... Omega is awful for GTA 5, but 15.4 is night and day better (personally tested)
