Tax depends on where you buy the game.  Different states have different tax laws.  No idea about CC connected, as I've never used Steam wallet before.  Also my CC details have been there since day 1 so can't really say.

If i buy a giftcard and redeem it, can i then buy games, or must i have a credit card  connected?

and is thier tax?

If you buy a Steam card and redeem it to your account you can buy stuff. Idk if there's a tax, I think it depends upon where you live. You don't need a credit card connected to your account.

As long as you have enough in your steam wallet to cover  your purchase, you do not need a connected credit car. Steam also supports Paypal now, which you can hook directly into your bank account rather than using a credit card.

You don't need any banking details in order to buy games, you can buy them as long as you have sufficient funds in your wallet.

I'm pretty sure that you need a billing address. If not, that's very weird.
