PCI-E speed questions?

I used GPUz and it said that my second card is running at PCI-E x1. 

When I start the little stress test, it shows both running at x16. 

My question is; Does the second card idle at x1 and that flip into

x16 when under load? 

I believe this is a good question. I have drivers all installed. 

Cards are in PCI-E slots 1 and 3 (Asus crosshair v formula)

 

Both cards have two six pin power connectors connected. 

should I connect the 12v plug on top or the extra molex 

connector for extra power? I have a Corsair HX850. I'm quite sure

I'm good on power.
