Does gpu power affect editing and rendering vidjas SPEED? Or is it mostly CPU? Debating wheather to use my laptop with an i5 and HD3000 graphics or my desktop with a pentium g3258 and a 750ti.

For rendering you can use the GPU (either Cuda cores or OpenGL) to help the rendering out. It's quite a big help.

So should i use the i5 quad 2.5ghz and hd3000

Or the pentium g3258 dual 3.2ghz and 750ti?

Also desktop has 4gb RAM and laptop has 6gb RAM

Tough for me to say really. If I were you I'd try both out with a pretty short video to see which is faster.
