For many games it falls in the 30% or more range.  I'd say 15-35% then instead of 30-40%.

how much would you pay for the 7970?

So ive got a GTX 760 is my system right now. Ive got a opportunity to get an Vision Tek 7970. i usually play CSGO (i know its not very graphical intensive) and GTA V DayZ the normal. Should i "upgrade" to the 7970? or stay with the GTX 760?

Are you satisfied with the graphical quality you can get from the 760?  Are you getting acceptable frame rates?  If the answer to both is yes, don't upgrade.  Going from the 760 to a 7970 is equivalent to going from a 760 to 770.

The 7970 i would pay $135. and yes i do like my current card its very great even with newer games. So the upgrade would be marginal? nothing to crazy?

Honestly speaking it's about 30-40% more performance, but if you're already alright with the quality you have, no point upgrading :D

For GPU upgrades, I always refer to Tom's Hardware GPU hierarchy chart.  As a rule of thumb, only upgrade if your new GPU is at least 3 tiers higher than what you have.

In your case, don't bother with anything until you want to go all the way to a 970/290. If you want to crank up the settings however, then you have to decide if it's worth it or not~
