Windows 8.1 Sleep Problems

I've been having some annoying errors with the Windows sleep function. It never wants to go to sleep by itself, but if I click on sleep it will stay in sleep mode. I've tried changing a bunch of settings to find the problem with no luck. My BIOS version is the most recent and there are no updates for Windows.

is this a clean install of windows?...

aka did you format first...or is it on a new hdd?

It was a clean install on a new ssd
