My budget is $1000 USD

2. Aim
The aim is to have portable LAN gaming machine that is able to run all major release games at 1440p resolution.
3. Monitors
Already have a 1440p monitor

4. Peripherals
Do not need any. Already have a copy of windows,.

I also have a 650W 80+ gold EVGA PSU in an atx form factor. I really like the design of the corsair 380t but I am open to other configurations as well.

Well, here. This should be a pretty killer machine, you won't do much better than this.

 

Some would argue about my CPU choice, but I find it worth over the overclocking.

Its ok I don't like the 4440 processor because I have seen it bottleneck the 970 on my friend's computer.

In what did it bottleneck the 970..? (because it shouldn't)

Not sure what you mean..But I have seen bottleneck the 970 even EVGA told us it was a processor issue.

Can you specify what the situation was when the 4440 was bottlenecking the 970? It would also help to post the quote from EVGA.

It wasnt performing as well as it should on games like tomb raider, far cry 4, metro etc. I dont have the ticket because it was my friends.

The 4440 shouldn't have any issues with those games. It's more likely that was a driver issue or some other malfunction than a bottleneck caused by the cpu.

We tried troubleshooting all of that as well. Even through the 970 in my rig and it performed as expected.
