so my friend is trying to get an absolutely barebones build:

while still giving enough growing room for a gtx 970 or two, and also upgrading almost all of the bottlenecks in the system

is there anywhere that he could skimp on price to get it even lower

The 4690k on a h97 board is awkward.

As WoodenMarker said, the H97 is awkward. May i  suggest http://pcpartpicker.com/part/asrock-motherboard-z97anniversary? Still ASRock, still blue/black color scheme, ATX board like the H97 Anniversary, and only $11 more. I know it's not bringing price down, but it might be something to consider if the price drops a bit more.

According to http://www.tomshardware.com/forum/id-1804779/power-supply-unit-tier-list.html, the CS series has: "CS series (High inrush current and +12V ripple levels, only on high levels of load)."I In that case, you could maybe go for the CX series. Not "top of the line", but it'll get him by for $34 while the $25 rebate still lasts http://pcpartpicker.com/part/corsair-power-supply-cx500m.

 

If you don't mind saving "just" $5 instead of 36, the http://pcpartpicker.com/part/evga-power-supply-120g10650xr is a good choice. $65 after $20 rebate; and 650w. Definitely more than he'll need.
