GTA V Launch Error (Exited Unexpectedly) ?!?!?!?

So i pre ordered this game the day before it came out preloaded all the files and on launch i go to play and this pops up...

i still havent been able to play a single second of the game... anyone here got any ideas,ive tried almost everything besides reinstalling my windows which im not going to do...

CPU: i7 4770k  Motherboard: MSI Z87-G43 SSD: ADATA 250GB PNY 120gb HDD:2xSeagate 2TB (One is an external HDD) GPU: RTX 2070 Super RAM: 16gb Corsair Vengeance 1600 PSU:Corsair CX-M600w Case: NZXT Phantom 410

That happend to me a few times so I made a new administrator local account and it fixed it straight away.

just tried that then, same issue. is it possible to refund your game on steam. might as well get my money back from steam and go buy the game in store...

made a new account with the name as "abc"...
