A few Computer Issues.

Ok.........

So I unplugged everything and looked inside just to check. Everything looked normal so I plugged it back in and started it up one last time. Annnnnnd it works now.

That leaves me with 20% chance it's the hard drive and 80% chance it's the PSU.

I was given a used Gateway desktop. http://www.newegg.com/Product/Product.aspx?Item=N82E16883113089

The person said they were having issues with it and just didn't need it anymore. I used a Windows 8 disk they had a did a fresh 64 bit install. (also upgraded it to 8.1)

I've been noticing that almost every time I turn it on, it starts up Windows; and while the dots are still spinning it will flash a blue screen for a second and then restart. After that it will start up fine. I tried running a memory diagnostic but it found no issues. I can't do anything involving the bios because it is factory locked down. I just decided to move the computer to a different room. After setting it up without a problem I tried turning it on. I got as far as the Windows logo. It's currently stuck on the Windows logo, no spinning dots. I've restarted many times and once, below the logo it said it was performing an automatic repair. I could tell though that nothing was happening. Another restart and windows logo no dots again.

I'm not sure what the issue is, my only guess would be the power supply. Any suggestions?

Might be a dying Hard drive?

Not sure. I wish I was able to use it long enough to get the feel of it, so I could come up with better conclusions.
