You don't need the SSD if you don't want it:

Make life rue the day it thought it could give Cave Johnson lemons! Do you know who I am? I’m the man who’s gonna burn your house down! With the lemons! interesting and i think it is going to help a lot over the budget though .. 47$ over the budget is nothink for a good video card but i set it so we dont have the guys with the 10.000$ or even 2.000$ PCs screaming for the 2.000 $ processors and stuff like that

Nothing really complicated. Not sure need to research more but if i am not mistaken (read it on forum) your pc will still start even with haswell cpu but you would not be able to overclock. Then you can either flash bios or install windows and update them from desktop with msi live update.

Change seagate to wd blue 1tb. 280x need more power get at least 600w just to be safe and evga would be better then corsair.

the power i need ( based on the site ) is 392 w and the PSU gives up to 430 ... isnt that enough .. ?

It's about the quality, not the amount of wattage, low-quality PSU can damage your components

I suggest something like the EVGA 500W, or seasonic S12II 520W

550W would be fine for that system - 30W of headroom isn't enough, especially as the CX430 only gives 390W ish on the all important 12V rail
