Anyone Tried the sweetFX mod?
Is it still working? Ive heard that dota 2 disabled custom files or the "override_vpk" command O.o

do you need to re-apply it again if there's an update?

Nope. You just put the files in the bin folder. Then it's good to go. SweetFx + Moonlight effect(dota item) looks very cool. :D

Last question: How many fps am I going to lose with these increased textures?

Textures are not really increased. A post processing FX is added to give the game a vibrant color. I really can't tell the fps loss as Im running it max and at 100fps+ if vsync is off. Judging from your specs, no fps loss for sure :)
