The BenQ XL2411 is a great choice. 1080p, 24 inch, 144hz, and only $250. Great choice for gaming and Linus said it had one of the best TN panels he has ever seen. Sadly FreeSync monitors are way out of your price range right now and aren't worth it.

Maybe the asus VG248QE its 1ms and 144Hz, and you can buy it with a g-sync (more expensive though) but if you buy the standard verision first you can buy a g-sync module and add later on if im right
