For my brother's birthday he would like a graphics card, so naturally it is my job to figure out what to get. Does anyone here know if the PCI-e slot on the dell 084J0R is?

Which Dell Inspiron is it? If it has a 400w+ you could get him an Nvidia 750 ti, does not require a 6 ping connector.

It is, all the cables coming out of the current one are being used, I just forgot to check it before.

Not sure, it has a third gen i5, 8GB ram, and intel HD2500 graphics.

What wattage is it and is there a brand? Depending on what wattage you'll have to get the 750 ti w/o a 6 pin as @Abdul201588 suggested. If it's not good then you'll be able to get a good power supply and potentially a r9 270 depending on how much you want to spend.

It is 300 watts, so it looks like I'm getting a new PSU for it to.

About 150, luckily it doesn't need to be modular in any way, I am the only one who would open the case.
