Well good price to performance fans, but not too loud.

  1. The Bol.Quiet fans don't even reach 20 decibels at 1600 RPM, so that should satisfy you.
  2. Your title say price/performance, which would mean getting cheap things. Your description asks for Leds AND silence, which ups the costs amazingly. Just doesn't make sense.

Heard lots of good things of Lepa's Bol.Quiet PWM fans, take a look at them.

I have a pair of Red Corsair SP120's on the front of my case, and I love them!

Not horribly loud (compared to the Noctua 3k RPM fan in the back)

I usually have just them and the AF120's on unless I'm gaming or doing automated tasks in photoshop.

I said not too loud, and some fans offer good airflow, with led's, that's not too expensive, like the Corsair AF120.

The Bol.Quiet PWM fans go to 8-18 Decibels. 18 decibels is at 1600 RPM.

The AF12 reaches 25,2 Decibels at 1500RPM.

Pretty sure Bol.Quiet will suffice.
