program for create users in office

Hi guys, 

 

I have been proposed to create a program that creates users and passwords to use office 2010 in a PC, the thing is I don´t know where to star from, i´m going to use visual basic 2010 to do it.

 

any sugestions or advice??

What do you mean?

 

Why not just use Active Directory and create accounts for people as part of a domain?
