Problem with new display

I bought a refurbished monitor off eBay for £70 which does have a 12 month warranty. The monitor sometimes doesn't start with all it's backlights working properly. Sometimes restarting the monitor gets it back to normal, sometime it doesn't. Is there a dodgy setting somewhere or is it likely faulty?
