CPU.Half of today's games can't run on a Dual core.Get a i5-4460 or something along the lines of i5.

Get an i5 4690k and sell the r7 260x and get a R9 270x or 280(x) if you can afford the 280(x)

I would say GPU tbh, and clock the nuts off the CPU. Should do 4.5 easily

Do you already have these parts, or is this just a potential build? If this is a computer that is already built, then go with the gpu. You will see more of a gain. However, if this system is not built yet, go with the better cpu now. It'll be a lot easier to pick up another gpu for crossfire later on than it would be to upgrade the processor.

For better performance today, the GPU will give you the best upgrade.  BUT, consider the long term.  If this rig must last 3 to 5 years, I suggest upgrading the CPU first because when the next gen of CPU's are released, they usually have a different socket, meaning you can't upgrade without also getting a new motherboard.  Also, next gen CPU's will move to DDR4 RAM, so that adds even more to the cost of the CPU upgrade.  If you upgrade your CPU today, you keep the same motherboard and RAM, and the 4690k will give you enough power to last you through 3 to 5 years easily.  It is much easier to swap out your GPU every year or two, and keep the rest of the system.
