Now, I should know better, but, I have not needed to purchase a "cheap" psu in awhile.

This will be used for a 24/7 NAS that has some hard drives and a Phenom x4 in it. Nothing crazy.

I need a 500W or less PSU, and would like to spend $40 or less on it.

Which should I get? And please provide a review where the unit was tested to back up your recommendation (otherwise I'd just buy the cheapest PSU I could find).

go for Seasonic. a solid 300w or 400w psu will be in there for a few decades until it fails.

 junker build in the making

I have two of the corsair CX430. it's not the best in the world, but can commonly be found for $20 US after rebate. both of mine run 24/7 no problem. they're quiet, put out no heat and draw little power at no load.

I would recommend the CX430 as well.  It's bronze rated and can easily be found for 30 dollars (USD).  I have used it in system builds before and have never had a complaint!

This guy makes a good point. They have some great sub-500W units.

I wouldn't say that this is a wise choice. Like you said, the CX430 is not the best in the world. They're considered budget units, use kind of sloppy platforms and are not really that great in any metric.

couldn't agree more. the systems they are in are very low power, but I'm still quite happy with mine, but I won't really know for a few years.
