Browser Issues (CheaPMe)

Hello part of the LTT community I've never talked to. (That intro though) My math teacher of all people has asked me for some computer help. He tried to download Garage Band for PC. Which doesn't exist. He downloaded CheaPMe, a browser extension that doesn't seem to want to go away. He's tried to delete it, but every time he re-opens Chrome, it's back. I've re-downloaded Chrome, it's still there. So, what should I do? Ask all the questions you want. Thanks in advance!
