cpu without heatsink in mineral oil?

I wouldnt, the heatsinks are needed for dissipating the heat in the oil.i have started to be very interested in building a mineral oil cooled custom desk computer
and i am wondering if i can run the two xeon E5 2667 cpus without a heatsink?
and a i7 4790k also without a heatsink?
