I want to use a PCI-E Ribbon Cable for a really special custom build after I saw Peter Brands do it in this build here:

I found this on eBay:

but it's PCI-E 1.0 and I can't seem to find anything that's 2.0 or 3.0 compliant.  Does anyone know why?  Or does anyone have a link to one?

They are just wires connecting the slots, it will work fine enough.

I know what they are lol.  But why would 1.0 work well enough?  What if I'm putting a 780 in this?

It's a digital signal, the wires dont make a difference (up to a certain distance) and the physical form dactor has not changed. If we were talking analog, then we'd have a problem. But it's digital, so you are fine.

So you're saying 1.0 will perform the same as 3.0...?  Inform this unscholarly man.

i never used one of those cables but it will work fine

The difference between 1.0 and 3.0 is very very minor like a 1fps difference so there should be no worry there.
