GTX 970 bottleneck?

Hello guys so i wanted to ask you guys my CPU is a Intel i5 4690 quad core in warframe i face stutter and freezing is it a bottleneck?

Note: I will provide you guys with the other specs if you needed them to help me

what is it then? it couldn't be that my PC can't handle the game the same thing happens when i turn the visuals down

RAM: 16 gb DDR3

PS: I think it's a 600 or 650 watts one

Motherboard: a gigabyte dual durable mother board 

 

 

Hard drive? SSD? Resolution you're playing at? Which 970?
