Blank Green Screen Windows 8.1

After finishing one of my builds, and installing the drivers, I had to reboot due to one of the drivers requesting a restart on the computer.

Now for odd reasons the screen shows up green screen after startup. 

 

Any chance someone here has experience this and has a solution for this?

the GPU driver was not installed correctly

 

boot to safe mode and redo the installation

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.
